Understand what your group’s culture is, and what it would need to be, to make the kind of luck (or deliver the performance) that you want.
If there’s a gap, can your group can vault over it? Maybe you should spin off a group that can invent the kind of culture needed. If you need to change culture internally bring the right people in.
Example: NTT spun off DoCoMo and filled it with employees that were a little out of the ordinary.
